I believe the issue with all of these streaming services is legal/licensing – advertisers only agree to showing their ads in a specified region, and the content owners need to be paid enough to release their stuff in a new market.
My guess is that the Hebrew market will never be big enough for them. Also, it seems the selection is limited outside the US, even in the UK, so it won’t likely be a big hit.
